What you say might work out well in a spot where there isn't too much LE activity (Sadly such places are becoming rare.), but in a hot spot like Chicago or the DC area, I'd be more cautious.

Hello, I have some questions about ad set up by LE to arrest clients.
Sometimes I meet providers without TER reviews.

In my thought,
1. When the pic on ad is not fake, (google image search)
2. When the provider has long history of active working, especially for other states, (phonesearch site offer history of ads)
3. When the provider has their website,
Then that provider will be not fake and not LE.

How do you think about this three each conditions? Am I wrong for these?

and verification sites as well.  I like to minimize my risk...  reviews is only one piece of the puzzle.  This information may be useful but without reviews you are flying blind.  First reviews are more easily faked...  several reviews provide consensus.    
There is a greater likelihood statistically of some scam or rip off than getting busted.  I've never had LE contact in relation to the hobby.  I have been scammed.
