There are a few ladies I have seen in the locality (upstate NY) that work for an agency and do not have a web site. All of the ladies I have seen through this agncy have been super and I would have liked to recommend and review them. However, TER does not allow reviews without web sites.
I know it would be harder to check, but I think it would provide more information for all of us and that is that most important thing (sharing). These reviews could be posted WITHOUT them being credited toward your VIP membership.
I would be happy to contribute the first 10 or so.

Sharing is great, but a wee bit out of our context. I think you bring up a good point and we really need to look into changing a few rules.
