The real reason is that they have come down hard on doctors for trying to treat their patients' pain. So of course those people are going to go after the much more dangerous street opiates. It wasn't all that long ago that The State tried to control what Healey could do in her bedroom because such relationships weren't Puritan enough. And MA is pretty much on the leading edge of recognizing the rights of individuals to carry on activities between consenting adults.
I am 100% against trafficking. I wish Healey would acknowledge the HUGE difference between trafficking and what goes on between CONSENTING ADULTS. To hope that she would go as far as to support decriminalization to free up resources to fight REAL problems might be going too far
