Having paid a few lawyers in the past, I find that a redundant phrase.
I doubt that there are lawyers who would refer to themselves with that moniker, but I suppose there are lawyers adept at handling cases involving extortion.
A call to the local bar association would put you in touch with a number of such lawyers.
Extortion is a very serious crime, and if you are a victem of extortion, you need to bring evidence to the police and file a complaint. However, if the circumstance warrant it (For example, you are guilty of some offense in connection with the extortion attemp, not an unusual circumstaance.), then discussing your strategy with a lawyer first makes good sense in order to presserve your rights.
