the company wants me to stay at the Flamingo next week, since it is less expensive.  I'm reading that I will have to pay for the upgrade, if I want a room there that is a)clean, b) even close to new decor . . . I can book at the Treasure Island for about what I will pay with the upgrade at Flamingo.  I do plan on entertaining a lovely lady, so please let me know which hotel is better for that activity.

The rooms in the Flamingo are kind of dated even the updated rooms. The rooms are much nicer at the Treasure Island.
You mentioned Linq in your subject line the rooms are kind of small but are a huge improvement over how they used to look when it was the IP.Treasure Island has security at the elevators in the evening so if meeting a lady at night you will have to go down and meet her.If you stay at the Linq or the Flamingo there is no security at both hotels so no problem having company come right up.
Have fun!

Flamingo there is no key check and at Treasure Island there often is at night.

The petite suites at TI have big his and her bathrooms

I visit both and think both are good for seeing a provider

As it does not have elevator security and TI does.

Good luck!
