That's why I removed 99% of my pictures. If you have p411 access then you can see more of me. I will no longer even email pics unless i have verified the gent first. I don't know about everyone else.

This has come up several times recently.
Many providers use free cookie-cutter websites for their main site. It's a great convenience to just fill in details on pre-formatted pages (bio, rates, gallery) and add links to pics and so on, but some of those sites have cookie-cutter locks on the gallery pages. I think that the website, NOT the provider, collects the fee to unlock each gallery. I guess that's how they can make their service free.
(Some providers with custom websites do charge a membership fee - this is not about them.)
Anyway, many providers know to unlock their gallery or change the default but not all do. An polite inquiry (or angry complaint?) alerts them to the problem and they fix it.
I am also a "no pic - no call" kind of guy. I am also a "no, I am not going to pay or register or wait a few days for emails to get the secret password that I'll forget for the next time, anyway" kind of guy. I don't need to see an entire extravagant gallery. I just want to see a few good pics to give a good idea of what you look like.
In the meantime, just be aware that SOME locked galleries are unintended.
Thanks! That had not occurred to me - I assumed the provider got some payment from the photo access system, but now I think you're right. I wrote to one provider asking for photos to be unlocked, and she wrote back saying she was unaware they were locked, and would "look into it".
Oh man, that is a frequent grumble of mine. I will generally just "vote with my feet" and move on. I will admit that recently I paid the fee to unlock some photos, but I'm not entirely happy with that move.
I think that the photos on a lady's website are a great way to show her sense of style - the way she dresses, poses, etc. That helps her attract the kind of clients she wants. It is hard for me to understand photos being locked because the provider doesn't want guys to drool over them. That misses the whole point.
