Sure that COULD be the reason. It COULD be anything, as we just don't know her reasons.  Given that I have no way of discovering her true reason for this policy, I am taking it at face-value (that she is independent and this is HER choice alone) and commenting on it from that viewpoint.  :-)

Really??  I didn't know that.  Is it hobbyists who suggest that is the reason, other providers, or both?  Because I've talked about this with several providers and that reason has never come up.  
Ah well... I'm frequently "out of the loop" about such things.  LOL.
