Sorry to cause so much confusion.
Asking specifics about services is going to raise a huge red flag. Especially if you're doing so prior to screening. I'm really not surprised providers are cutting off contact at that point if that's the case.
If what you're looking for isn't in their TER profiles, or reviews, then they probably don't offer it. Unless it's some type of fetish, then it's possible nobody has asked for it who's written a review. If that's the case, you'll just have to find someone who does have reviews mentioning it, or just see who you want and ask them in person.
There are very good reasons why we don't discuss specifics prior to meeting, and certainly never before screening.

All of these questions can be answered through searches on TER. If you're not already a VIP member pay the $30 bucks for a month which will save you more in the end.
Not sure exactly how you are "really stingy when it comes to this" but if you're negotiating prices or asking the questions you've asked here over the phone you'll definitely get hung up on.
I would also suggest signing up for Date-Check, or P411. It will help you out with screening.

First, you need to square your expectations with the market reality. Like everything else in life, in the hobby there's a rough correlation between how much you spend and what you get. Getting something for next to nothing is a unicorn proposition. What you are asking for in terms of service, is almost immediately going to put you above the advertised price range of the one girl you reviewed, which brings me to....
Second, get a TER VIP membership to learn more about how the date will likely play out. The girl you rated as a rip off had two previous reviews already indicating she was a rip off. You will also quickly learn what the price range is for what you are looking for in your area.
Third, follow the advice to check out the newbies board. There is a definite etiquette that is followed, learn it and abide by it. It's pretty common sense--be a gentleman. You wouldn't call a girl for the first time, say "hi, I'm Bob, I'd like you to suck my dick," now would you? No, you'd simply ask if you could meet her. References are about establishing some safety for her. This hobby carries risks, she needs to be assured you won't beat her, rob her or arrest her. Respect and honor her need for safety and references. It also makes for a safer experience for you. Finally, a lady's rates are a lady's rates. And, these ARE ladies, if you think differently then you need to find another hobby or at least expect to be continued to be disappointed.
Fourth, being a newbie is hard. P411 and Date-check are an investment, but they will help you "break the ice."
Fifth, consider where you are located and what type of appointment you are asking for. Are you asking for an outcall that's a sizable trek? Did you ask someone for outcall when the ad clearly states they offer incall? It goes back to taking some time to learn what this is all about.
Sixth, unless the girl you reviewed is a psycho, I doubt you were blacklisted. Unless there's more to the story like a no call no show on your part with someone else or if you got abusive on the phone.
Finally, good luck. I have met some absolutely amazing women these past 15 years.
Instead of asking about bbbj by phone read reviews here on TER (after paying for VIP membership with 30 bucks) first then arrange a date by or phone (get adult providers phone numbers from Boston ad boards which is same thing with classified ads boards) and arrange a session directly with your preferred adult providers.
There is a reason adult providers cant answer "yes I do bbbj" on the phone and that has to do with prostitution law.
Look it up on internet and find out how much providers or hobbiests like yourself got to pay to free themselves out of jail after agreeing with you on the phone about doing bbbj (in case of adult providers) or soliciting bbbj (in your case).
Nobody got to be caught in the act to go to jail.
Anybody can go to jail only if he or she decide to talk about it on the phone or email.

There is a criminal law saying that soliciting bbbj (for clients) + "intention/ agreement to offer bbbj (for adult providers) on the phone or email have consequence arrest (by only talking about sex without the performing the act) and each party got to pay 5000 bucks to bail their butts out of jail.
So every adult provider got to keep it quiet or hang up on you if you ask oral sex on the phone or email as you are scaring them badly making them paranoid and thinking you are undercover cop willing to arrest them if they agree with oral sex on the phone.
I know the university of engineering don't teach you about prostitution law but you can look it up on internet.
