and every dept is free to make their own policy & enforce it as rigourously (or not) as they choose.  Just where was his dick while she was on him CG with her tits in his face?     It's really "hard" to win cases IF the judge believes the LEO participated.  Some jusdictions...  LEOs can write a work of fiction & get away with it...  others no so.  The public seldom knows what they are dealing with unless they are on the receiving end.
