I have limited experience in Cebu and Manilla. I normally pick up girls from the bars for the night. It's always hit and miss. I have never used an agency in PI since it's easier to pick up girls from the bars.
Manilla is supposed to have the best looking girls in PI. Three places that I know of for finding bar girls is: 1) Airforce One near the airport 2) ESDA entertainment complex 3) Burgos street in Makati. I have been to ESDA and is was pretty good.
Cebu has clubs to meet girls too. Unfortunately, when I went to Cebu, the police had recently raided a bunch of bars and girls were scared to go out.
I usually go the angles City when I am in PI.

Well worth the trip to Angeles City (Clark AFB) if you have a couple of days (or more). Shuttle services available. Great bar scene with dozens of girls in each. Beer is a couple of bucks and ladies drinks are about $5. For $100-$150 you can ha a great night including taking a girl of your choice back to the hotel.
Best hotels are ABC which is a well known one and Fields Plaza. Both walking distance from entertainment area. They will run a little over $100 per night. There are cheaper ones in the area as well.
Probably my favorite Asian city to visit and play in. Also a good golf course 10 minutes away.
Manila is much more expensive.
