I have read a couple of reviews where a position called "scissors" was mentioned. What is it?

the illustration is good to show how to do this position but there are a few variations how to perfom this. It's all i how the girl on the bottom puts her hips.
#1, she can lay flat on her back and the guy has to enter at almost a perpendicular angle with one of her legs up.
#2 is like what's illustrated, where the girl is laying on her side, on one butt cheek. But remember that this is not an easy position for the girl and you have to support her leg up in the air.
This position does allow maxium penetration so if you're longer than shorter, or she's got a short canal, enter very slow and careful since you can bottom out much easier in this position.
By lowering the girls leg that's up in the air to close the legs, you can create a bit more friction for better sensation. If the sensation is just a bit too good and you find yourself getting towards that edge of no return, you can lift the leg to release some of the pressure and friction.
The guy has to have some flexibility in the hips, be in reasonable good shape and have enough strength to sit on your knees for the stroking action.
