According to their website the entrance for parking is on Las Vegas Blvd. Have no idea about the elevator situation. Awhile back someone did a list of all hotels and the elevators. You might try and find that.

I'm reading conflicting reviews on TripAdvisor on the subject. Hopefully some guests or ladies who have experienced it first hand can chime in.

Also, where is the entrance for the self parking ?

Most recent intel is that the Cosmo elevators require a key card for access.   Entrance to self-parking is thru a rather narrow ally on the north side between Cosmo and Bellagio.  I believe you can only access it by going southbound on the Blvd.  from Flamingo.

self parking there is super easy and you can hit it either direction from harmon...just turn in at the light on the south side and head toward the valet but keep left and you go right downstairs to self parking...go down to level 4 or 5 on the east side and there's tons of spaces close to the elevators and it pops you out right around the chandelier bar

No elevator security at West Tower in January. Key access in elevators was deactivated.  My recollection is that all hotel traffic enters from Harmon and splits off for self vs. valet. From the Strip stay in right lane, as entrance is first on the right, into the structure.  

I really enjoyed all aspects of The Cosmopolitan and highly recommend it!!

They had key cards you needed to get upstairs from Day one until about six months ago, and they were spotty with if the worked or not.
Then, in the fall, the key cards were no longer necessary and anyone can access any floor, except Penthouses, at anytime.  Plenty of great people-watching there, especially on floors 2 & 3.
