Rules/Laws for Accepting Tips in Vegas for street performances?

I was playing tour guide to family members and took them to Fremont Street and the Welcome to Vegas sign (along w other touristy spots.)  I noticed all the street "performers" on Fremont;  from actual dancers with Michael Jackson as the soundtrack to a man in a SuperMan costume to two women dressed as showgirls to a random woman in a bikini dancing around.  All of them had "tip jars" of some type or another, so when someone approached them to take a picture with them, of course, they made a reference to their tip jar.  They received a minimum of $1 for each photo taken from what I observed.

THEN, there is this guy at the Vegas sign who is a licensed business owner/photographer with a website (he has a sign referring to this on the back of his shirt) who will take your group photo for free BUT tips are required.  His bucket was full of cash.  I didn't see any group of photographees decline his services (my family and I included.)

The entrepreneur in me is thinking...hell, I'll dress up as any character and make some $ while also goofing off and having fun on Fremont!  My best friend and I started breaking out in "robot" dance moves on the Strip a few years ago and had a few people gather around us ad give us tips.  (Yes, alcohol was involved in that picture lol)

All of this said, does anyone know what the rules/regulations/laws are on street performances or photo services and accepting tips?  Is there a website or contact info where I can find this on my own but can't seem to find?

there no license needed because your not asking for money, just hoping they generously give you a tip. you just have to be sure to be on public property and not posing a threat to public safety like doing fire breathing or something like that.

I have always hated them and I feel they cheapen the experience. Notice most of them are not on the strip but down on Fremont Street.  The properties on the strip have run most of them off. I was down there last night and just their presense annoys me. A lot of them came from California when they passed a law there and kicked them out of Hollywood and LA.  I hope they pass a law to get them out of Vegas soon! Just my opinion....
