Its always there and will proved a wealth of information for you. I'm not entirely sure what you're trying to ask as you link just drops me on the home page for TER. Not sure if you're asking about getting clients to review you, getting a profile generate, posting ads, posting to discussion forums or something else.
Welcome and I think if you take a look through the Instructions link and come back with some more specific questions you'll find they are readily answered by some very knowledgeable people here.
