Basic members can post on forums and read the General details of reviews. They also have limited access to basic searches. VIP members can read the juicy details of reviews, plus they can use the PM system on TER, and they have access to more search features. VIP membership can be purchased monthly, quarterly or annually, or can be earned by submitting reviews and problem reports. Since you have 104 reviews since May 2015, you should currently have VIP membership through about September of 2019. You can click on your account manager and look at you status. It will show how many VIP days you have left. Yours should show around 940 days.

I don't think I ever paid for TER ,  
and I do not recall if this is a free service or not
is it free for people if they write reviews ?

If its free for review writers , how many reviews do you have to post  
in order to get free membership?

... after you earn 30 VIP days from having two reviews accepted, each additional review earns 15 VIP days, unless it's a review of someone you've already reviewed.  

The other way to earn VIP days is to submit problem reports on reviews, profiles, or posts. Each accepted report earns 2 VIP days.

He has 100 reviews and your respond to his newbie questions?

How nice of you guys.

It doesn't matter how long someone has been here or how many reviews they have. He asked a newbie question, he gets a newbie answer. You do realize that there are people who have been here for years who are clueless about TER rules and policies, don't you? If he is a troll, no big deal, the replies are helpful to other people. Also if you saw my reply you would notice that I brought up his 104 reviews.
