If all I have is a phone number, I don't see that provider.  

I need at least real photos.  I almost never see a provider with no reviews, and I think that's a bad idea for inexperienced hobbyists (actually it's risky no matter how much experience you have).  I prefer a web site and/or P411 but I've seen reviewed providers without one or the other.

Unless you're talking about UTR, I'd be sketchy of a provider with no website. This is supposed to be her business, and we live in the age of the internet, so...

Options:

I would ask: Is she at least advertising on multiple sites or boards? Google her number, and if nothing else shows up, that might be a red flag.  

You can always try doing what providers do- ask her for a provider reference, a friend in the biz who can vouch for her. Or if you have an ATF ask her if she knows of the person.  

Put her name and number on a board post and ask for replies or a PM.

As for P411, it's nice but there's plenty of other places to find a provider, especially if you are looking for more reasonable rates. Providers not being on 411 means nothing to me.

That is the best advice for newbies and is repeated on this board often. Now TER is not the only review site, so that advice doesn't necessarily mean see only TER reviewed provides. We can't mention other sites here and TER is the biggest and best review site, so if you use another review site, make sure it is reputable. (Some are good, some are shady, some just steal reviews from TER)

P411 is a good site and if you find a provider on P411 you can be reasonably sure that she is at least a legit provider and not a scam or LE, but not all providers on p411 are "well reviewed."

Now I am not a newbie, and I do sometimes TOFTT. A provider with no website is not a deal breaker for me, and even a provider with no reviews, but I still need to vet her somehow and I need more than a phone number for that. I do always google the phone number, and sometimes just doing that you can find out a lot (good or bad).

Online and social media presence is huge. If the phone # doesn't come up with any search results you might want to pass. Many ladies no longer do reviews and they are totally legit but with an email or phone # search will usually bring you to their website,twitter,blog,etc.....also to be able to advertise on rs2k or be on p411 you need to be a verified provider and have girls vouch for you or have website/reviews. so if you see they are on either of those sites there is a good chance she is legit.....

So that should be good enough, right?

Now, will see if I can find an example of one that has a phone number and a local ad site, not her own web page. So even with multiple (say over 6-8 reviews), would this provider be okay to contact?

Final one is just a phone number and under 5 reviews - NOT Looking at them right now.

No website. No internet presence otherwise. Maybe a couple photos and a phone number? Was there an ad associated with this too? How are you finding this number? Bathroom wall at the sports arena?
