You have a provider ID number/account, hobbyists have a hobbyist's ID number/account. It would be the same if a female hobbyist decided to become a provider - she couldn't use her hobbyist's account.
Whether you could create another account as a hobbyist is a question for TER. At the very least. there would have to be full disclosure to TER because otherwise you could run into the problem of a hobbyist and a provider sharing the same computer
Even if she pays. And no she should not create a hobbyist account.

This modified answer is much better as it's much more precise.
A provider who wants to review another provider arranges a threesome with that provider and with someone else who's a TER member/reviewer. That person posts the review, which includes his or her opinions on the session but also opinions from the provider who wished to write a review, but can't. The review makes it clear which opinions are from the provider. Would that pass muster?
