You are correct in that if he reviewed her here (assuming it's been approved and posted) then she has a profile. This would meet the requirement for her getting the free limited Provider VIP. She would need to request TER connect (link) her reviews to her user name and activate the free limited Provider VIP.

I saw my first provider in February.  I had a good time and would like to see another providers.  She unfortunately did not give me a referral.  I am having a very hard time getting providers or agency to respond to me when they find out I don't have one.  How can I move forward?

She has reviews but may not be on TER...in that case she cannot white list you...she also does not appear to be on P411...

First thing I would do is contact her and ask if you can use her as a reference...if she refuses then you're going to have to get proactive...

Your best option now is to sign up on Preferred411.com...once they gave confirmed your employment you can search out newbie friendly providers until you have a few okays then it's a much simpler thing to get appointments...

If she is a member of TER, she can whitelist you even if she has no reviews.  Did you review her?  If so, she has a profile on here.  P411 is a good option, just be prepared to volunteer some personal info.  Gina and her staff are pretty good at working with you to get you verified.  Once they do that, you can look for providers on that site that indicate they are newbie friendly.  Basically, that means their screening is somewhat on the light side.
