If I was a provider these are the places I would go If I was into TS and all the other abbreviations I would hit Sand Fransisco and Portland first they are the most open minded in regards to what I have seen.

1. Chicago. Every girl from Chicago comes to NY. I'm seeing someone next week from the windy city.
2. Nashville  
3. Atlanta  
4. San Fransisco a great spot for TS. Huge Gay Community and the people are completly nuts in a good way.  
5. Miami
6. Portland OR See what I mentioned for SF also applies to Portland.  

 
Stay away from  
Detroit
Baltimore
Cleveland.

you have visited a number of places.  Some will be good, some won't.  I'd suggest you post this question on the providers only board.  If your not yet a member of it, you have enough reviews to join, but you will have to ask admin.  I'm sure you will get more feedback there than on this board.

is there a fairly accurate way to determine if a city is worth visiting?  
   
 some of the cities I visit that i would think they would turn out great, dont pan out. A lot of girls tour based on booked requests, but a lot of guys refuse to commit or pay deposits. Is there a way to know for sure which cities are better than others?

plane flight and you don't get much interest, you will be out the cost of the plane ticket. If you select a destination where you can drive to, then you simply shorten the trip or cancel the trip if you don't get enough appointments.

I don't know of any particular research to go by, but I think Zak had some good ideas and points.  However, he forgot to mention Minneapolis.  There are quite a few providers who tour here on a regular basis; they keep coming back because the men here are mostly gentlemen (it's the whole "Minnesota Nice" thing).  Minneapolis is also one of the more liberal cities in the country, we have a thriving transsexual scene here.  In addition to advertising on the Minnesota board, you could contact our famous local bar, the Gay 90's, which hosts a "Trans Exotica" night every Wednesday.  That would provide you some face time with prospective clients, which would probably be a little easier than regular screening.  Oh, and Zak also said no to a few cities, but he forgot to mention Salt Lake City...Gack!!!

The way I determine the city I'm touring in is by doing my research on the market they cater towards. I have personally excelled in  

Minneapolis  
New York (50/50 chance)
Atlanta  
Hartford  
New Jersey (2nd time around)  

Cities I didn't do well in the first time but now I'm getting request left right and side ways
BWI
Philly  
DC
Tyson Corner

There is no concrete way to truly test the theory, I've been to states where I do terrible the first time around and then sky rocket the second time. I've also been to cities where it was a complete fail the first time and out of nowhere once I'm in NYC I start getting a million and 10 request for that particular city, kid you not. So it depends. I usually get on the regional boards and see what the common taste is. I also go to the ad boards and see who is touring and their going price. I would love to go to Texas and Cali but the airfare alone is steep and both states aren't use to paying 350+ for a provider. So that's why it's important to determine what people are paying there, if your price is high in that particular market chances are you won't do as well. Also know the market in each city, the common taste in NYC are Russian Blonde spinners so I don't do as well as one might think. In Minneapolis  men love curvy latinas so for me Minnesota is a gold mine
