Some will want you to see them a few times, or set up a longer date before they do that for you.
Obviously not in every case, but in general.
it's not necessarily rare for a provider to give a WL ref on the first visit, IMHO. I have several like that, and I did not see some of them again.
How to get it is simple, ask. If, after the session is over, you had a good time with her, ask her if she would give you a Whitelist referral. The worst that can happen is she says no. It is quite possible she might tell you she will but only after a second visit. Now the ball is in your court. I would also ask her if she wants you to write a review. Ask because some providers do not want any, or more, reviews.

but I agree with you here. There is no need to establish a "relationship" with a woman before asking or receiving a White list. A White list doesn't mean she wants to marry you, it simply means that she will vouch that you are safe, respectful and clean.
For me, I'm always put at ease when I see he's WL'd... However, provider references are still required in order to see me. That said, please DO pursue being whitelisted as it tends to lend even more credibility to the hobbyists.
