because you are new to TER.  That means your posts must be reviewed before they display.  After a time (maybe 30 days) with a posting history & no rules violations, you can request to be unmoderated (as we all were once).
Why am I telling you this?  It is generally recommended that new hobbists avoid unreviewed providers.  (There is no definationof a newbie.)   More experienced hobbiests, do see unreviewed providers...  You can write an AD on your nearest ad board (check the self help section for rules) every 7 days.  If you start threads, they may be considered ads, moved to the ad board & count as your ad for the week.  But you can reply appropriately on any other board...  especially recommend your local (non-ad) board.  Your post won't display right away...  but it will show up.  Members get a sense of your personality & that you are real & not a scam.  I have taken a chance on unreviewed providers & done well...  after noticing her posts.  
The first review is the hardest to get.  Each new review brings your bio to the top of the review que again.  Guys notice & check you out.  

Without seeing your site, i can't directly comment on it's content.  I will say, the picts should be real.  While they need not be explicit, there should be enough & enough poses, dress & undress that taken together I feel I know what you look like naked before I arrive at your door.  Hidden face is ok too.  I don't think I seen a site or ads with less than 6 pictures (rotate between ads) that I felt adequate...  probably no more than 10 or 12 necessary if they meet the criterion.    
I am suspicious of ads with the same couple of pictures over & over.  They may be old or stolen.  Some gals don't look much different over time, others can change in a few weeks to months.

So, I'm not new to sex work as I am a former SB. However, I'm finding that it is harder to build clientele with escorting. So ladies, and maybe men who know the answer, I'm seeking advice. I've come in contact with men who are interested only to be turned away because I have no reviews. A website and photos don't begin to suffice for most men. So how should I go about advertising/finding clients with zero references/reviews.

If not, I understand but there may be an issue there. It is more likely, as you state, your lack of reviews that is the issue. You need patience, like any entrepreneur at the start.

Like any new business, your first few reviews are very important. Do what you reasonably can to make them good ones. They will come, believe me, especially if you stay in this game long enough.

Many times the most difficult ones to get are the first few then if they are good and you have reasonably good pics, you will be overwhelmed with requests, pending where you live of course.

Make sure you advertise here. Regularly. Chat on the regional boards. Let guys see you often and get to know you. There is a whole group of guys that will TOFTT and loving doing so. Trust me, you will find one.

It's a verification site that works both ways, for men and women.  They have a toll-free number and Gina and her staff will work with you.  If you are still on good terms with any of your former sugar daddies, if you had more than one, see if they are hobbyists and can recommend you.  

You can post an ad on your local regional ad board once every 7 days.  I also suggest you start posting on your local regional board so locals will get to know you.  You can post a picture every day on the Photo Only board also.

P411 requires verification from a reviewer member, which is tough when you're newer. P411 doesn't take provider-provider verification. :/

Find the Regional Board here on TER for your local area.  If it's one of the more active ones, start joining in the conversations.

Post ads with photos on your local Ad Board.  

Start advertising on Eros, MyProviderGuide or Slixa.  Remember, you have to spend money to make money!  Trite, I know, but it really is true.  :-)

Is there an official probation period for newbies to pass of acceptable posting history where new post no longer need approvals automatically; or is this a privilege we must submit a request for once we feel we have a sufficient history to prove we can handle the responsibility?

When we are new getting started is hard. Find out your local boards, definitely stay here on TER and as you get reviews from reviewers then you will establish clients. Once you have reviews doors will open for you including other verified sites, it will be become a lot more easier to join other sites when you are reviewed provider.

One thing you can do now is update your website with great photos, post ads on your local boards and  also post ad's right here on TER, your a new girl I am sure you will get many likes and looks.  In time things will work out and you will definitely get regular clients, just remember to be yourself.
