Hi if there's a verification system using the ter members ID number I'm a provider I I have to religious but I am NOT VIP. Is VIP membership for members only not providers?

You already have the free limited Provider's VIP.
Writing reviews is one way members can earn VIP for free (15 days for each review). There are other ways such as filing problem reports and reporting a post.
I'm not certain what you're asking because of an apparent autocorrect your device executed but if you're trying to verify a client by his TER information you can use his handle to search for his white list. Reviewers have a TER ID# but it's not used for anything searchable.
You have the free limited Provider's VIP. You can send and receive PM's. If the person you're trying to verify has VIP you should have them PM you which will show they are TER members and that the handle they gave you is theirs.
Please do other verification as well don't rely solely on their handle.
