I recently saw a provider whom I'd seen and reviewed before and I decided to write a new review for this provider to replace the original. The new review status is listed as "unapproved" with the following reason:

"You have posted another review of this provider. The newer review has replaced this review. Please note, new reviews of the same provider do not earn VIP credit."

It seems like this message should have been put into the original review, however, the original review is still showing as "approved". I don't have VIP at the moment so I have limited visibility on exactly what is being displayed. Is this normal for the re-review or did TER seem to do something erroneous?

Explain the situation to them and they will correct it for you. Sounds like human error and someone just unapproved the wrong review.
