Why can't new member post messages?

My friend set up a TER account and says he isn't allowed to post a message to any boards? Any reason for that

...every post he submits is reviewed by TER board admin before it is viewable. This can take minutes or it can take hours. If he goes back to check those posts now they are probably showing. If any were rejected he can check by clicking on "My Message Boards" which can be found by going to the My TER page (see My TER tab at top of page) look to the left of the page under Quick Links. He will get a list of all his posts with an explanation under the ones TER rejected. (if any)

Every new member goes through this. Once he's been around awhile and shows he can follow board posting guidelines he can contact admin and request the moderation be stopped. Even then TER has sofware that occasionally chooses to check someone's post before it goes live and this happens to everyone.

Yes, everyone is moderated at first (or, like me, always).  But there's a new policy of simply not letting new members post right away, especially if they are using an IP masking service.  This is probably to frustrate people who use such services to create multiple handles.  But what it actually does is frustrate any new member.  Many people use such services for security reasons because of the illegality of this business, and not to play games with handles.

...of this or your source. This is the first I've heard about it (which isn't significant) but am wondering what's up?
