There are many good free (open source) threaded forum software packages out there. The topmost pinned topics are collapsed. You can easily follow new posts on different boards and new posts with discussions. They all have some kind of internal mail system.  

The transition would be rocky but, overall, I think, an improvement.

Pinned threads, especially the longer ones are discussion board killers, anyone remember that two year old pinned thread on TEH which effectively killed that board until it was removed?  
   
 Now we have not just one, but on most regional boards TWO pinned threads at the top of each board, the "Mobile Monday" photo thread AND the thread informing us of it.  
   
 On the dead boards this really not much of an issue, but on the busier boards it forces what should be the very first discussion thread halfway down the page. Do we really need TWO pinned threads at the top of each regional board?

At the very least make them one line Posting that require one to click to expand into the thread -- that way the daily contribution to a forum will still be easily visible on the first page.

... I just checked several of the more active ones and what I saw was at most one pinned thread.  If there's an active Monday photo thread, that's pinned.  If nothing's been posted since the notice about Monday photo threads, that's still on top, as you'd expect.  

I noticed that when we went to the 2nd week of the new Monday photo threads, the notice about them got unpinned as did the first week's photo thread.  

I like having the active photo thread for the week pinned to the top of the first page on the regional boards.  I haven't seen one yet that's long enough to get in the way of browsing through threads.

I had checked a couple of the busier boards like LV and Atlanta before I posted and they had both threads still pinned. One pinned thread is bad enough.  

I agree that the active photo thread that starts over again each week is not too distracting, what happens when a pinned thread stays up for weeks or months is that it take over the entire first page. I am glad that will not be the case here.
