Plus, are you really certain it is the same lady?  I ask this because over the last few months since my return from a 6-year hiatus, I've received several messages asking me if I'm someone else.  And not the same person, either..... each person who asked me if I am so-and-so was inquiring about a different name, and each person was pretty darn convinced that I really am that other lady.  Although one or two of my reviews have implied that I have tried to re-name and/or reinvent myself, that has not been the actual case.  :-)    

 
So if the face is obscured, just seeing a very similar body does NOT mean it's really her.   And as others can attest, even if this new ad is using the other lady's exact same photos, that does not mean it is her either.  Photos get borrowed/stolen all the time; from what I've seen posted here on TER, it happens quite frequently on BP.

Anyway a provider that I had seen last year has had her reviews and profiles removed.
I know that in the case of rip offs ter will maintain the profile and I am not implying  any rip off occurred.
I have recently discovered she is now advertising undera different name with new phone number.
The only thing I know that before she disappeared she had a couple of so so reviews.
Is this a tactics to get away from bad review and what policies ter might have if she gets reviews with her new identity

...not necessarily. She may have done it to get away from a stalker.

Any number of other personal or professional reasons could have prompted her to take this action.

exact, sometimes is due to child custody, not so good divorce, civie work, some family member recognize her, maybe she work with an assistant or agency and its trying to change her identity because of this.

She is not allowed to "start over" with reviews. You say she had so-so reviews. She can't just "dump" them and try again hoping for better ones.

She can't advertise on TER either, nor have a handle.

She could have been getting away from a stalker, her bad reviews, or many other reasons. Maybe you should ask her why her profile is gone.  

My understanding of below policy, is she can not be on TER period. If someone reviews her and someone else reports it, it will be de-listed again once TER is made aware of it. If she gets a new handle, she will be banned (again).

Apparently if you get de-listed for whatever reason, you are also banned.

From TER Policy:
    When a provider is de-listed, her TER user account is BANNED from the site. If a de-listed provider attempts to create new usernames on TER, those accounts will also be banned. If you are de-listed from TER, you may not have a user account on TER.

 
    De-listed providers are not allowed to post anywhere on TER. Discussions of de-listed providers are not allowed on TER discussion boards. New reviews of de-listed providers are not approved.

 

 
PROVIDER’S REQUEST

    There are many reasons why some providers request to be de-listed. Some of those are: child custody battles, pending legal action, stalker avoidance, retirement, having been recently “outed”, going completely UTR, etc etc. To protect their privacy, the specific reason or reasons why a provider was de-listed are not disclosed to the general public or TER members.

 

MISCONDUCT

    Another small percentage have been banned for improper behavior, flagrant posting violations on the discussion boards, and/or poor behavior in TER chat. However, most providers are banned for review or user account fraud (or both). A provider can and will be banned and delisted for fraud, posting self-reviews, or other rules violations.
