Every time I find a provider I like, I discover via a Google search that multiple providers are using the same number. What's going on here? It it an agency or some scam?

That's what we call a red flag. This is why it is important to do that kind of research.
Now if further research tells you it is a legitimate agency or an assistant who works for several different ladies, then it MIGHT be ok, but more often than not, multiple girls using the same number should tell you, "next!"
It's a scam and that the girl is using a number of images. I simply move on when I see this.
