Will be assigned when your first review is accepted by TER. In the event both new reviews generate a new profile for you, ask your guys to contact TER and tell them they are both the same girl and should be combined.
An ID number is not needed to write a review but it does help TER determine what provider the reviewer is talking about otherwise they rely on other info to identify you like name, phone, ad, email and your website.

I couldn't find this answer anywhere so I'm throwing it out to the group. What happens if you have no TER ID yet and you've got two people submitting reviews at pretty much the same time? Do 2 TER IDs get generated? If so how do you link both to your username?

...hopefully two ID numbers won't be generated. It's possible that could happen depending on when and who (which review admin) does the reading and approving of the two reviews.  This isn't common but since they are coming in at the same time (close anyway) it's conceivable because two review administrators could be working on each at approximately the same time. If it did happen you would want to get TER to correct it. After they correct it have them link your username to it. You should use the "Contact Us" link to communicate with them about it. Don't use the Problem Report since correcting the issue of two profiles is more complicated than the simple corrections problem reports are for.

It has happened that a provider had more than one profile/ID # but it isn't common and of course isn't desired.  
 
Good for you thinking ahead like that. Anticipating and being prepared will work well for you. Impressive.

Edited to add:
DJ' suggestion of having your reviewers get TER to fix it is also good. Sometimes it takes a concerted effort. The "Contact Us" link would work best for them too.

@DJ1985, @xyz23 Thank you both for the informative replies! Very helpful. @xyz23...my 'day job' involves project and risk management so I'm all about looking ahead and mitigating issues early and often :)

Using the good old risk cube, you can say this situation has a low probability with minimal cost and schedule impact and maybe one or two mitigation steps :o

Exactly AtHappyCamper. You know I'm finding TER is the perfect place to employ the Delphi Technique.

Yes, this would be the perfect place to employ that technique. For me, this is the best way to learn how to manage the critical path of an schedule so that the end result is achieved in a timely and efficient manner.
