I was in this same situation days ago and I reached out to many providers with my basic information and informed them that I am new to the hobby and have no references.  Multiple responses came in within a day or two asking for my basic contact info and verifiable work information.  I was contemplating using p411... but I got multiple approvals with just that information I mentioned above, so it was unnecessary in the end.  I now have a reference to move forward with and didn't need p411 to get started.  Email around and ask what's necessary to get verified, if you give them enough information they might approve you on that alone even with no references.  From my experience, the agencies and independents that verified me did so with much less scrutiny than p411.  One person simply asked that i email them from my work email, that might not be an comfortable option for you though!  I haven't paid for a membership to p411 yet, but I initiated sign up and they called my work asking around for me, so you will have to be 100% comfortable with that as well.  They are discreet, but still its nerve racking.

I need to get verified by this agency I want to do business with.  I am new to this and they will only take references from reputable agencies or providers.   There is a first time for everything. How do I go about getting this done?

and/or providers first in order to break the ice with the agency you want to do business with.

Have you actually spoken with them and asked if there is any other personal information you can give them to satisfy their requirements?

If not, try that first.

Gina and her staff are known for working with clients to verify them.  They also let their providers indicate if they are newbie friendly.  That might help you get in with that agency you want.
