Join one or more of the verification sites as a provider. Guys that are members of those sites can contact you thru those sites. Ask some providers near you, in private, for some screening pointers. As for outcalls, you avoid the cost of a hotel room, but you have to run all over and take cabs, or pay for parking, and burn up valuable time.
The circumstances vary quite a bit, so try both. Plus, many clients prefer incalls over outcalls, so you could lose some business. Ideally it would be great if you could handle both.

and post an ad offering "an incall special on Tuesday, Feb. 24 in YOUR CITY." If you don't get several appointments (say 1 on Tuesday afternoon, one Tuesday evening, and maybe another Wed. morning, then you can cancel the room.
I cannot provide any information on screening, as I don't do my own.
Cost effectiveness of incalls vs outcalls: this depends entirely on your average cost to get to an outcall as opposed to what $$ amount you'd feel comfortable spending on an incall. It also has a lot to do with the donation amount you request for your time.
Personally, I've found it better to have incall as that seems to appeal to more prospective clients than outcall. And I cannot find it in me to do outcall anymore... so maybe my opinion isn't very objective.
