I'd ask questions about the red bumps.  

"I'm noticing you have some red bumps here. Are you aware of them?" Based upon the gents answer, I'll either continue to question or acknowledge. I might make suggestions to protect both of us.

As I touch and look, I'm checking for oozing, blood, number of them. Are they moving? If so, crabs or mites. I might not sit on you. I might keep activities to my hands. I would employ extra measures.

As for you, I'd wait to see someone and learn how to shave better...

Ladies,

What would you do if you pulled down a guys pants and he had a bunch of red bumps around his pubic area? Right now I have a couple red bumps from shaving that look suspicious  (but I recently got tested and am clean) and I'm wondering how to approach the topic

...you wouldn't be getting any love from me in that area. If anything looks suspect, it's a no go.

Like Tobi, if anything looks suspect, it's a no-go. That being said, ingrown hairs are pretty easy to spot, and don't look much like bumps caused by STIs.  

Quite honestly, its one of the main reasons why i prefer that guys don't shave.  If you feel the need to trim, by all means, do so.  In fact, I like it when a guy does a bit of hedge trimming.  But ingrown hairs and the resulting infected hair follicles are way grosser than pubes (to me, anyway).
