As far as I can see, a web ad or personal site is a required item in a review (? is this correct?). But when I tried to use an ad on a particular site , it was rejected. So, does TER only allow certain sites? Can someone point me to a list of sites allowed/not allowed, or provide info on this?

So no, we can't give you a list.
However it is pretty simple to figure out. Any site that has reviews, can't be mentioned or linked on TER. They don't want to give their competition free advertising.
Any ad site that also has reviews can't be used. Any ad site that is strictly an ad site can be used.
Here are just a few of the many sites that can be linked:
Eros, backpage, slixa, myproviderguide, ginaslittlesecret, p411, date-check, rs2000,
TER rules forbid naming any site that offers provider reviews, both in TER reviews, ads, and general posts. As long as a site does not have provider reviews on it, it's acceptable on TER.
