A rain proof wind breaker type coat that goes down to mid thigh would be my suggestion.  Doesn't need to be arctic thick, but a little loose so you can layer some warmer clothes underneath.  I don't know women's fashion, but for the men's side, London Fog makes just this type of coat.  I have one of their trench type coats with a removable liner and hood made of a material that is wind and rain proof.

I have my flights  and hotel booked, and now am starting to think about what to pack? I assume it will be a lot colder than here in Las Vegas, so I will probably need winter clothes.

March is a transition month so the weather can fluctuate greatly.  The averages are 50-60 F highs and 30-40 F lows.  March tends to be a wetter month too.  The Farmer's almanac is forecasting a mild March for the DC area.   So, probably best to some winter clothes as well as some spring clothes.

March can be sunny and warm or you can be in town when it is calling for snow.  Best bet is to check the weather a day or two before your arrival and that should be a fairly accurate report.  This is the season that people always say to dress in layers when out because it can start out cold and by the afternoon, you will want to take some off because it has warmed up nicely.

I plan on checking the weather the day before I fly out. I am excited to come back to Baltimore for a few days and enjoy the city!
