If not instantly, definitely within 24 hours. Try logging off and log back on, and check if it activates. If it doesn't work, after about 24 hours you should contact TER and check on it.  

If you did it by reviews, it should also be instant, as soon as your second review is approved. However, logging off and on might be necessary again.

 If you paid by money order or some other method then it can take much longer.
