Just visiting this website can be a capital offense under sharia law.

For most users though I'd imagine they're from the USA where most laws don't support the right of a woman to control her body, and in those cases exchanging articles of value in exchange for sex is illegal. Note that even a married couple enjoying a role play on their own can be charged under existing laws.  All depends on how open a transaction is, who's party to what's occurring, who has knowledge of what's happening, and whether they feel pressured to act.

In the Bible Belt of the US there's a push by some to force their morality on others, and to use the law toward those ends.  Follow the publicized sting operations and you'll see a correlation.  Election periods can also pressure officers to seek out what they normally aren't concerned about - given the choice between a high speed chase with a drug runner, or a guy spending an afternoon with an independent contractor, the adrenaline will win out unless his superior officer is looking to score points.  

Outside of the US the laws vary wildly from the sharia above to the open nature of Germany in regards to how two people can choose to contract with one another.

If ever you're stopped for questioning admit nothing, tell them you do not consent to searches, and that you would like to speak with your attorney.  Say it calmly, respectfully, repeatedly if necessary, and then shut up.  They may try all manner of intimidation but don't fall for it; they might arrest you "for questioning downtown" but it's useless if they don't have evidence or your own testimony.  Stay quiet and wait for your attorney.  Everyone has the RIGHT to remain silent, most don't have the ABILITY.  The less you say, the less your attorney has to overcome, and the less law enforcement has to use against you.

I believe women own their bodies as I own mine, and can choose to do what they will without me controlling them by law.  So long as you don't hurt someone against their will, or steal stuff, then I'm fairly open to whatever you want to do between each other.

always make sure a lady is authenticated or reviewed and please keep us safe and let us verify you as well. :)  
since you haven't seen a provider before, work verification is the typical protocol.

You're paying for her time.  However, if you are caught in a sting, it doesn't matter what your intentions are, or what was actually discussed between you and the 'provider', you're screwed in not a nice way.

Swim is right that if you are caught in a sting, you'll probably be arrested even if you intended to pay the escort for her time without having sex with her. But, what you say may have an effect on whether you can be convicted. So, avoid both explicit talk and talk of money as much as possible. Once LE has identified themselves, then you should only say that you are invoking your right to remain silent and that you want a lawyer.

If you are a provider caught in a sting, the same advice applies, but there is a good chance that you can avoid a conviction in return for freebies for the cops. I know it is a cliche, but it is evidently quite common that cops join the vice squad for the opportunity to extort freebies from the providers. Hopefully, some of the cops reading this post will back me up on this ;-)

The rest of your advice is pretty good, although I would hardly call Arizona and the Washington DC area as part of the "Bible Belt" and those are most likely the two hottest places for P4P in the country right now.

Also prostitution is legal in MOST of the non muslim world, not just a few well known countries like Germany for it's FKK clubs. Even in countries where the church is dominant, like almost all of South America, P4P is legal in every South American country I can think of, and I've been and mongered in about half of them personally.
