This girl you are referring to does NOT "have" ANYTHING as a "listed service". That profile you are reading was created by the first guy who reviewed her, she didn't write it. She might not even know it exists. Very few providers take the trouble to write to TER to ask them to change something in their profile unless they are getting complaints, or it is causing them problems somehow.

Meanwhile, on your part, reading the "services offered" on TER should be just one part of your homework before seeing a provider, and you can NEVER take anything you read there as gospel, the YMMV factor comes into play, as well as the possibility that the first reviewer was full of shit.

I have been seeing a provider who told me she does not provide sex as a service. Now I have joined ter and she has it as a listed service. Her last review for sex was one year ago. If she used to provide sex and decided not to wouldn't she immediately change that to show that she does not provide it. Is it possible that she is hiding her reviews for sex and only offering it to some clients. Or is it possible she did stop providing sex but never took it off as a service provided

...Does she know she has reviews here? If she doesn't know she has a profile here she may not know one or more of her clients has reviewed her and reported she had sex with them.  

 I'm guessing she is a body rub or fbsm provider. If so she may offer sex with some not all of her clients. That isn't unusual.

What you said is also possible. She stopped offering sex (full service aka fs) and just didn't bother about her profile.  

Some combination of all the above is also possible. There really is no way to know except for her to explain. She may not want to and may feel it's not something you need to know.

...provide full service?  If so, you should add your review to those and then submit a problem report to TER referencing your review and the others showing that she no longer provides full service.  Profiles are rarely updated by providers themselves; it's up to the hobbyists to keep the profiles accurate.

then you can click on report a problem and tell TER admin about it.  They may change her profile to fit the new facts, that is, if they believe what you've said.
