Contact by her prefered method if her ad or web site only has a phone number and you get through be polite and don't talk about sex for money that's the quickest way to get hung up on. I prefer email for the first contact, it just seems to work best for me.
If you are searching higher volume, lower priced ladies on BP yes that's the way it is. Many full or not set up VM boxes or disconnected numbers can be found there.
If you are searching mid range and higher priced ladies, it's not as common. I find the ladies who use email a little more reliable but harder to book last minute.
A smooth call is one that goes well and gets you what you want.
