You should read up on TER in the Self Help/Newbie Manual especially on how and when you can link to your website.
Now you must not do so unless you are placing an ad, which can only be done on local ad boards and a few other select boards.
You can link your website if you are not the originator of a thread however, but you must be sure you have an interactive TER logo on your site's first or second page.
There's a lot more to it, so I would definitely read up on it.

Board. Many of the "refugees" are finding their way to the SF regional board. Admin has a "pinned" post there giving them general info, and telling them to introduce themselves here.

One quick note: Don't mention the other site's name or even initials. TER doesn't like that, just like that site didn't let you mention TER. I don't think just because they were shut down, that TER has relaxed the rules. TER is trying to make the refugees from that place welcome, but I think you still can't say the name or initials. You can say "the other place," "the old place," "the site that was shut down," etc. But don't say the name or you might get your post deleted.
