You can try sending a "contact us" feedback and ask them directly.  
Based on past discussions on the boards, and info from past winners, the criteria is number of likes on the photo board, along with being a member in good standing, board participation, reviews, and other things that admin decides. So it is partially a popularity contest, and partially admin decision. Some former winners have had the most likes on the photo board. Some winners have not had the most, but they always a lot of likes.
