Since it's moderated already, why not add in a client-friendly requirement that the ads include at least the state if not the city serviced?  Prefer to see it in the subject, but at least make it part of the body of the ad.

Without that critical info, readers waste time trying to find if someone is nearby or 4,000 miles away - and that leads to less reliance on the board, and less traffic for the providers.
