I think Dixie, HotTottie and TBD all have something like that but their purpose is not to out guys so much as to serve as a forum for frank discussion of the hobby. During those discussions I believe the ladies would share info about abusive or otherwise unsavory gents (just as we do about them). But just like TER I believe they are well moderated. That doesn't preclude bad apples from getting in the mix but generally when that happens the staff take care of things promptly.
But really, back channel is far more prevalent and can be just as useful in this hobby. Just as we can find out about hidden gems or new diamonds in the rough the ladies can back channel about us. If someone is an ass the word will get out. Every major city has several watchful moms (for lack of a better phrase) and they look out for each other for the getns too. If the watchful moms aren't top shelf touring providers you can bet they KNOW some. So if some girl gets ripped off in Miami my guess is the ladies in Seattle can find out about it with a few emails. They can also find out with a few emails or through chat or with a phone call if someone in Boston treats ladies well.

And how does one find out if he's received this treatment? Are there counter-measures if this has been done unfairly?

Some cities have a 'ladies board'. I know that Seattle and Portland both have a board whic the ladies use to share information important to them.
If you have a good relationship with one or more of your local providers, perhaps they could help you find out what you want to know.

and infact, a provider friend of mine is currently working on a site with her webmaster where the guy can review the lady and she can add her commentary for vip members to see.
There is at least one site where you can review the lady but the review doesn't go up until it is sent to her to look over...if she decides for ANY reason she doesn't like the review it is never published by them
I know this because I saw a provider and had such a great time with her I offered to do a review where ever she liked...she came back with a list of about 10 places(including TER) where she had an advertisement...one of them was the place I'm talking about...I sent in the review and got as a response from them that it would be sent to her before it would show up and if she approved it it would appear on her ad

A rare position. But given what I have read about the lady, she is the real deal and takes pride in delivering on what she promises.
There is a provider-only board besides the one on TBD. That is where the "outting" occurs. I can only recall that the site was all initials in the address as I only heard about it once and the subject was gone over quickly. You can bet that there might be a few vengeful reviews out there, especially if you have ever insulted a provider when reviewing them. Once I had heard from a person that I was described somewhat differently than is accurate, but it was close enough to accuracy that it bothered me a great deal in that I didn't know who insulted me. My reviews here have NEVER insulted any provider, so it was just a bad apple provider that misrepresented my looks. It may have been a provider I used to see regularly who would always bad mouth other reputable providers to me during our talk time, so as to discourage me from seeing them. Her comments were always false as I started to see if the other providers really were bad people, they never were. So if you have a provider out there like that who wants to damage you, there is little recourse other than using TER's public boards to fight back.
The only way to find out what was written is to have a provider that is a close friend and has access to this site to look up your info. I have never asked a provider to do this for me.

Besides boards, I'm certain there are discussion groups for every city as well.
Obviously, they can be abused, but they are also absolutely necessary for safety. I think the women themselves can get a sense of which of them are trustworthy about it.
