as this is a topic I know nothing about. I am sure some like being pre-op without intents on finishing. No harm in that. They should do what makes them happy, it is their life to live in whatever body they choose. Sexiness comes in a variety of forms.
I did want to say that likely the reason you see more pre-ops vs post-ops listed on TER is because quite a few (I don't know the statistics on that) decide to market themselves no longer as TS once the procedures are fully done. I fully believe that that 100% ok to do. First off, everyone has a right not to be judged. Second, once you become a female, you have every right to be known as one, if that's what she wants personally. Some still recognize their past lives, others don't.
For others, they might leave the Hobby once everything is done. Just a few reasons I can think of off the top of my head.

I assume that most of them are interested in us TS girls being pre-op. Because post-op our bodies might still be slightly different from cis-girls, but the genitalia are close enough that I don't know if it would matter to a hobbyist or not. But again, this is just an assumption I would make, I can't say for sure.
What I can say, as I've presented on topics of transgender before, is that most TS girls actually don't get the operation. This is due to three different possible factors. 1) Can't afford it. Or 2) Can't physically handle a major surgery like that, health-wise. Or 3) They are simply content with what they have and don't desire or feel a need to change their genitalia.
Me personally, I desire the operation *eventually* but I am perfectly content and enjoy what I have right now just fine. It feels good and I'm good with it, heh. I'm in no rush.
