typically is the first step one takes before transitioning.  someone would crossdress for a while.  know whether they're comfortable dressed as a women.  then start hormone therapy.   leading to probable surgery (tits, ass, lips, etc).  so there can be crossdressers who are the early stages of becoming a TS.

If you talk to trans women, I think you will get a wide range of answers.

There are some trans women who never crossdressed before deciding they were transitioning, and who view crossdressers with suspicion.

There are others who started out crossdressing, sometimes for sexual excitement, who then progressed to transition.

Attitudes between and among these groups can sometimes be a bit awkward, because the life of someone who's transitioned full-time, or who is contemplating that or who feels that strong imperative, that can be a lot different than someone who "only" dresses up on the weekend, or as part of a kink scene. But even so, the boundaries can be fluid.

Like so many things when talking about trans people, generalizations are really difficult to apply.

well put.
among my "buckets" of client are those that CD and are exploring what it would be like to "be me" (even if just for a glimpse with no intention of ever going further).
i also have those that CD and visit me solely to be with me for a safe place to do it and its all about the fetish feel of the attire (and that group is mainly masculine dom tops).
for myself, the journey has been a long progression from thinking about the attire, to CD, to TV to TS. and in my case was less "try it before you buy it", but more dealing with my insecurities of coming out.
