I think that you are right, basically, but that even in it's limited form (which, to a certain extent, was similar to our current "representative" form of government), the Iroquois Confederacy, just by making the effort to be aware of the magnitude of their current actions and that it could affect seven generations to come, and not just their current economic state, were progressive in a way that our society has, for the most part, abandoned.

Dealing in and with the native american issues seems to be a very complex endeavour in any form. Complication is present whenever a decision is made, in deliberation there are always circumstances tabled that only the ones involved know of which makes an opinion by an uninformed party difficult.
