...So according to my interpretation, this means if someone is overtly selling services of a sexual nature, they don't need this license at all, so carry on!

On the other hand, maybe you called a friend who set you up on a first date where no sex is involved (we will call that friend the "agency"), and maybe you take that woman out to a movie, she really is your escort to that event.  Therefore she would be subject to this ordinance and would need to be licensed.  So be sure to demand sex from her, that way she will be exempt from this ordinance.  Those are the rules!

The escort licensing law was passed for all of AZ a year or so ago but its only civil.  Some cities like Scottsdale passed law making it criminal subject to the 3-day mandatory jail time.   Assume Mesa just doing it now.

License # must be on all ads, ID card with you and open for inspection with positive ID of clients, what did, where etc. and of course nothing sexual.

I have never yet seen an ad that complied with the law and as of about a year ago, understand none had been issued at least in Phoenix.  

It is part of the public propaganda for getting grants i.e. Catholic Charities in Phx, etc. for the excuse of sex trafficking vs private consenting adults that is probably 90% of the arrests.
