As long as we're talking resorts - Roy's at Desert Ridge ..

I have agreed to plan Vday ladies only dinner and I want to please everyone...as is my nature, always.

We have a strict Vegetarian and a strict Vegan in the group but a few of the ladies had been dead set on City Hall which would be extremely unpleasant for these two friends...especially considering their motivation/reasoning behind their dietary choices is largely grounded in emotion and not based on any health reasons.

The ladies all wish to 'see and be seen' and most are true food enthusiasts.

What I am looking for is not a Vegetarian/Vegan restaurant, but rather, some of the best individual Vegan entrees available on traditional restaurant menus in Scottsdale.

T Cook's (Royal Palms), Elements (Sanctuary), Talevera (Four Seasons) - I picked these 3 restaurants because they are all located in a 5 star hotels. They are used to catering to dietary needs. Call ahead and let them know  
This might sound weird but also check out Bourbon Steak by Michael Mina (Fairmont Scottsdale Princess). Michael Mina is an amazing chef and he has many restaurants in California and Las Vegas and is well versed in Vegetarian or Vegan food

Great choice! Also for a steak house try Dominick's @Scottsdale Quarter...

If "being seen" is the top priority, you should focus on the larger hotel restaurants. If best quality food is the top priority, some of the best options would be Rancho Pinot (Scottsdale Rd) FnB (5th Ave) Virtu (Marshall Way) and Cowboy Ciao (Stetson Rd). All emphasize fresh, locally grown food and would easily accommodate everyone's dietary preferences, and (while none are cheap) they won't charge 5 star hotel prices
Two other quality but reasonably priced hotel restaurants to consider are ZuZu's at the Valley Ho and Taggia (Scottsdale & Chapparal).

El Chorro on Lincoln Drive, Paradise Valley. I always enjoy the scenery there! And the food is pretty darn good, too!
