I'm amazed that doesn't just fall under a general or even sexual assault charge. A person's body is (or, in a society that honors privacy and abhors violence, should be, ) inviolate. Even though no physical harm may have resulted, or been intended, a person has no right to physical contact with another without consent. Imagine if this were not generally accepted, and you couldn't go anywhere without having some fetish person run up and stick their tongue in your ear, or fondle your genitals... whatever.
