I wouldn't be concerned

Firstly, we are approaching the end of the month, rent is due soon, therefore you are going to find discounted rates right now with some of these providers.

Also, I found that the rates shown in a lot of TER profiles are incorrect.  In my observation, most of the time the prices shown here are higher than the real price, not lower.

So as to your question, if you have been quoted less than what it says in the TER profile, I would not necessarily be concerned over that, as long as everything else checked out.   If the price is too good to be true, that should raise a red flag though.

Am I overly paranoid for being suspicious or are market forces dictating a half off price?

Last week I saw an ad for a provider and I inquired about her rate. She responded with a reasonable rate and I looked her up and found great reviews for her here, however I didn't check the rate listed here. I scheduled a session with her for today.

Per my usual custom, I re-review everything I know about a provider I haven't seen before the day of the session and I noticed that the rate she gave is half her going rate.

Am I overly paranoid for being suspicious or are market forces dictating a half off price?

Also, all her previous ads mention screening as a requirement. She didn't attempt any screening with me. Half off, I'm thinking, isn't worth half of everything I own......

I would agree if it was just the price but it would seem that her business model is different then before. No attempt at screening and half off a rate that according to her reviews is justified.

I waved off the session for today gently citing some concerns and no response from her as yet.  We will see.....

Good call.  If it doesn't feel right, it probably isn't.  Better to be safe for sure.

about those so-called "Specials" where $80.00 (to $150.00) could easily become $200.00 (to $400.00) for something half way decent.

I recently had this happen and while I left satisfied, overall left a lot to be desired (and that was the $200.00 up grade, which I was expecting anyway)

Personally, the only time I've gotten a discount was from my ATF (at the time), whom I saw nearly once a week for over 5 years! Ah, what great times.... Sigh...
