I haven't ever seen any international section on TER.   "Other Cities" is 99% U.S. cities that are not supported by any Regional Boards.

I would suggest that since you have limited VIP access you might want to go to the reviews and search for providers in the countries/cities where you will have some time to replentish your funds.  At least you might be able to pick up where they are advertising from the profiles that come up.
