Golf is expensive in Las Vegas in the fall.  I only play in the summer when it's 115 degrees out, and pay the off season green fees.  I hate to burst your bubble, but that $139 to $169 is typical for all courses.

Below is a link to 4 courses in Las Vegas.  I've played them all and can recommend them.  Bali Hai is a beautiful course, but it won't fit your budget this time of year.  Desert Pines is the most affordable.  Royal Links is my favorite.  It's laid out in the British style (thus the name) and it's the most challenging, yet it's the one I do the best on.

I coming to Vegas in December and i'm looking for golf courses that are close to the strip that wont cost me and arm and a leg to play. I priced Siena and they want $139.00 to $169.00 round. That what I would pay in Sept. or Oct.I hope you can lead me in the right direction.

If your staying at a major property check with them first, they'll be hooked into a few good courses.  Also check out lasvegas.com website they will have the public courses listed and if you don't mind a par 3 the Callaway course just pass Mandalay Bay next to the airport.

I just played there in September. I would say rent a car and go play some of he nicer courses Vegas has to offer, the extra 20 min drive is so much worth it. I Played Wolf at Paiute (sp?) and Reflection Bay at Lake Las Vegas. 2 of the nicest course I have played. Wolf was in impecable shape and Reflection Bay was very scenic.

You might also wish to consider The Legacy, Painted Desert (if you like target courses) and Wildhorse.  The two courses at Angel Park are also nice, but you better be long off the tee or you might be in for a long round.  I also agree with the first poster.  Check with the hotel you are staying at.
